In the second book of Tranquillity's Secret, I explain my view on this. In the Contents header in any of my articles, select "Contemplation" to see what I have to say about the responsive naturing of all activity, in which the latent possibilities in each moment, which include a weighting of our attention, our intention, and our desire, are responded to in a spontaneous and creative way -- within the confines of latent possibility. This is not to say that what arises is within our control, as normally there are many beings entangled together in each moment, but rather, my view lies somewhere between the actuality of the conditioned, and the responsiveness of the unconditioned (as you called it).
